Permit Overview
In Virginia, individuals aged 21 or older may apply for a Concealed Handgun Permit (CHP) through the Circuit Court Clerk’s Office in their county or city of residence. The permit is valid for five years and allows the holder to carry a concealed handgun within the Commonwealth, subject to certain restrictions.
Steps to Get a Permit to Carry in Virginia (Residents)

Prepare Your Application Materials. Gather the following documents:
Completed Application Form (SP-248): Available for download on the Virginia State Police website.
Proof of Handgun Competency: Certificate or documentation from your in-person training.
Valid Photo Identification: A government-issued ID such as a driver’s license or passport.
Application Fee: Varies by locality (typically between $15 and $50). Confirm the exact amount and acceptable payment methods with your local Circuit Court Clerk’s Office.
Submit Your Application and supporting documents to the Circuit Court Clerk’s Office in your county or city of residence. It’s advisable to check with your local clerk’s office for specific submission procedures. Nonresidents will mail-in their applications.
Await Processing
The court has up to 45 days to process your application. During this period, a background check will be conducted. If approved, your permit will be mailed to you. If denied, you will receive a written notice explaining the reason for denial and information on how to appeal the decision.
Nonresident Permits
Nonresidents of Virginia who are 21 years of age or older may apply for a nonresident concealed handgun permit through the Virginia State Police. The application process includes:
Completion of a firearms training course (in-person).
Submission of a notarized application form.
Completed fingerprint card (FD-258) obtained by a law enforcement agency.
Providing two passport-style photographs.
Payment of a $100 application fee.
