Permit Overview

The Maryland Handgun Qualification License (HQL) is a requirement for Maryland residents who wish to purchase or possess a firearm. 

Wear and Carry Permit is required in order to legally carry a firearm in the state. This permit is issued by the Maryland State Police. Before you may legally conceal carry a firearm in Maryland, you must possess and maintain on your person a Maryland State Police-issued Handgun Wear and Carry Permit. Applicants must complete a firearm training course, complete fingerprints, and pass a background check to ensure they are qualified to carry a concealed firearm.

Steps to Get a Handgun Qualification License (HQL) in Maryland

  1. Complete a State-Approved Firearms Training Course. View our Maryland HQL class or one of our packages that includes the Maryland HQL.
  2. Obtain LiveScan Fingerprints taken by an authorized provider. View a full list of government-operated agencies and private providers.
  3. Create an Account and complete your application using Maryland’s online Licensing Portal (eMDSP).
    • First, click “Initial Application” in top left corner.
    • Next, select “Firearm Services” for Profession, “HQL Standard” for License Type, and “Application” for Obtained by Method.
    • Then, start and proceed through your application.
    • Enter Instructor Relationship (Qualified Handgun Instructor number found on Instruction Sheet provided at the class.
    • Afterward, upload requested documentation. For example,

  5. Recieve Your HQL. Check your email. As your application progresses, Maryland State Police will email application status updates. Within 30 day of submitting your application, you will be notified the final decision. Once approved, a letter will be emailed to you.
